Hold the Alt key and type 8800. Note: When you type 8800, it will appear on the file. Don’t get confused.
Then, release the ALT key.

Method 2: Use MS Excel Symbols
Excel does not respond to the ALT code the same way as Word and PowerPoint do since it is a spreadsheet program that deals with numerical input. Hence, you have to insert it through the Symbols option. This approach is compatible with Excel, Word, and PowerPoint.
Press the Windows key, type Excel and hit the Enter key.
Open an Excel spreadsheet.
Select the Insert tab from the ribbon.
Click on Symbols.

Scroll and locate the Does not equal to character.

Method 3: Use Character Map

Character Map is a feature of Windows 10. It’s just a collection of odd characters that you may copy and paste wherever you like. Follow the below steps:
Enter Character Map in Windows Search. Click on Character Map to open it.
Check the option Advanced view.
Type not equal in the Search for: text area and click on Search.
Click on the not equal to sign and then click on Select to select the not equal character.
Click on Copy. Now, you can paste it anywhere you like.

Press the Windows key, type chrome and hit the Enter key.

Select the symbol from the sample of search results and press Ctrl + C keys simultaneously to copy it. Now, you can paste the symbol where you want to use.
